In order to develop strategic documents that define a coherent security policy, an inter-agency council was created to work on conceptual and strategic documents. This group oversew the development of the National Security Concept of Georgia and the Georgian Threat Assessment 2010-2013. A review of the National Security Concept of Georgia was launched in April 2010. Parliamentary and non-parliamentary opposition parties, NGOs, and representatives of NATO states actively participated in the document review process. The Parliament of Georgia approved  the document on 23 December, 2011.

In June 2010, the State Coordinating Commission for the Development of Conceptual and Strategic Documents adopted the Georgian  Threat Assessment 2010-2013. In July-August 2010, a non-classified version of the Threat Assessment document was prepared and adopted by Decree #707 of the President of Georgia (September 2, 2010).

In light of the Threat Assessment and the National Security Concept, the following strategies will be reviewed and revised: the National Military Strategy, Strategic Defense Review, Foreign Policy Strategy, Border Management Strategy and Intelligence Concept. A new Cybersecurity Strategy also will be developed.

The National Security Strategy is based on documents developed in the framework of the first and second phases of the National Security Review process. The National Security Strategy defines the key priorities of Georgian national security policy and the comprehensive national strategy  for its development and implementation. This will be developed in 2012.
