In order to develop strategic documents that define a coherent security policy, an inter-agency council was created to work on conceptual and strategic documents. This group oversew the development of the National Security Concept of Georgia and the Georgian Threat Assessment 2010-2013. A review of the National Security Concept of Georgia was launched in April 2010. Parliamentary and non-parliamentary opposition parties, NGOs, and representatives of NATO states actively participated in the document review process. The Parliament of Georgia approved
the document on 23 December, 2011.
In June 2010, the State Coordinating Commission for the Development of Conceptual and Strategic Documents adopted the Georgian
Threat Assessment 2010-2013. In July-August 2010, a non-classified version of the Threat Assessment document was prepared and adopted by Decree #707 of the President of Georgia (September 2, 2010).
